    Description As shared by costume designer, Salvador Perez, Billy came back for this second movie and the costume was very much like the one seen in 1993. They made 2 costumes for Billy and 2 for headless Billy. The make up was realized by Tony Gardner, which also made Billy's effects and make up for the original movie.
